Seven hurdles and countless opportunities for basic components in Germany

To digitalize administration, various authorities and service providers are developing hundreds of online services – from applying for child benefit to applying for certificates and diplomas electronically, to name just two examples. Within these services, the same functions are always in demand: for example, a way for citizens to identify themselves digitally or a payment function, as has been available in the private sector for years. Together with an interdisciplinary team, we looked at which of these functions – known as “basic components” or “basic services” – already exist in Germany and how mature they are. In doing so, we came across seven systemic hurdles that hinder the nationwide implementation of the components as the basis for efficient administrative digitalization.

In his spare time, he can be found on his bike, at lakes and in the woods around Berlin.
