Anja Theurer appointed CFO at the German Federal DigitalService

Anja Theurer has been appointed Chief Financial Officer (CFO) at the Federal DigitalService with immediate effect. As Chief Financial Officer, she will work alongside CEO Christina Lang to assume responsibility for finance, legal affairs, compliance and shareholder management at the federally owned digitalization unit.


With the appointment of Anja Theurer, DigitalService has gained an experienced leader for the interface between the state and startups. Previously she has worked with the Cyber Innovation Hub of the German Armed Forces, where, as CFO, she helped to establish this first-ever digital innovation unit of a federal ministry, as well as with the Brandenburg Contract Advisory Agency, where she served as Managing Director.

As an experienced CFO in the context of innovation and public administration, she brings an excellent mix of competencies and can decisively support and help shape the organization in its further growth.”

In her role as CFO at DigitalService, Anja Theurer will also be responsible for the strategic development of the company in accordance with the Public Corporate Governance Code (PCGK) applicable to federal state-owned enterprises in Germany. One of her focal points will be to effectively enable both agile ways of working and user-centered software development in compliance with public budget law and in accordance with the governance structures of the digitalization of public administration.

Christina Lang, CEO of DigitalService, is looking forward to the collaboration: “Agile software development poses immense challenges to the administration, both contractually and structurally. We urgently need to untie this knot in order to successfully bring about user-centered digitalization in the public administration. Anja Theurer has already impressively demonstrated how agile procurement processes can be successfully set up and innovations enabled in the public sector. Anja Theurer is a lawyer specialized in public procurement law and has been working in the context of public administration for more than 20 years. She is co-founder and honorary board member of the association Staat-up e.V. in which members of the public sector have joined forces to become better leaders and to shape and drive the necessary cultural change within the administration.

As the central digitalization unit of the German federal government, DigitalService has set itself the task of sustainably advancing the digitalization of Germany and establishing agile software development and user-centered design as the standard in public administration.

Together with the federal administration, it develops user-centered digital services that measurably improve the interaction between individuals and the state. Through the Tech4Germany and Work4Germany fellowship programs, the in-house unit brings external digital experts and change experts to the federal ministries for several months to experience the benefits of new working methods and improve the implementation of digitalization projects.

DigitalService was established as a federally owned limited liability company in October 2020 and is wholly owned by the federal government. It emerged from the non-profit start-up 4Germany, which was founded in 2019.
