Two become one: lean drafting processes for laws

41 checklists and work aids are intended to support administrative staff when drafting new laws. The majority agree that this is too much – the workload is increasing and orientation is difficult.

The Federal Ministry of the Interior and Community (BMI), the National Regulatory Control Council (NKR) and the DigitalService have shown that there is another way. Together, we have combined the methods and tools for digitally compatible legislation (Digitalcheck) with the requirements of the Regulation for an interoperable Europe - and turned two processes into one.

The result: a leaner, effective approach that reduces bureaucracy and noticeably relieves the burden on administrative staff when drafting new legal regulations. In this article, we show how we went about it - and why it pays to break new ground.

has held the role of Service Designer at DigitalService since March 2023. Before that, she spent several years working as a freelance UX designer for start-ups and digital agencies. She made her first foray into the public sector as a Tech4Germany Fellow in 2022, when the motivation and engagement of ministerial staff made a lasting impression on her. The fellowship was also how she connected with DigitalService. When she isn’t busy helping design new processes for digital-ready legislation, Lena writes and illustrates children’s stories with a focus on diversity and equal rights.

is a Product Manager at DigitalService. He was a fellow of the 2020 Tech4Germany cohort. Since then, he has been supporting the digital projects of federal public administration – with an iterative, data-driven, and human-centric view.
