Interdisciplinary approaches for better laws

Throughout an animal’s life, owners and keepers must document and report a wide range of information. Depending on the species, this can include details such as birth, weight, or transfer to another facility. These reporting requirements are often spread across multiple databases and, in some cases, paper records. As a result, the same information may need to be submitted repeatedly to different authorities at different times.

The Federal Ministry of Agriculture, Food and Regional Identity (BMLEH) is working to simplify these reporting and documentation requirements in animal husbandry. The project is a flagship initiative within the federal government's modernization agenda (German only).

To support this effort, an interdisciplinary team from the Center for Legislation worked with the ministry to examine the existing process from the perspective of those who use it in practice. Bringing together expertise from product management, design, and technology, the team explored where administrative burdens arise, how existing processes could be improved, and how regulation can be designed to work more effectively in everyday implementation.

Jülide Sözen

has been working as an adviser and project manager in the “Better Regulation, Centre for Better Regulation” unit at BMDS since July 2025. She began her career as a lawyer specializing in environmental and public economic law before joining BMJV at the end of 2024, where she focused on better regulation. At the Centre for Better Regulation, she develops training programmes for legislative drafters and regularly delivers training sessions herself. In doing so, she combines practical legal experience with pedagogical skills gained through her volunteer work with the European Law Students’ Association.
